Two Years of Crew Room Demand on the Balboa Reservoir Site

Building E runs a 24-month vertical build to an October 2027 handover on a 17-acre San Francisco site, with a second affordable building beside it and three more in permitting. Booking windows, transit walks and the corridor case for small meetings.

A two-year build that has to sleep somewhere

Balboa Reservoir Building E runs a 24-month vertical build on a 17-acre site at 11 Frida Kahlo Way. The city's affordable housing loan committee record of 4 April 2025 sets the sponsor's schedule: construction financing closed by 30 June 2025, vertical construction from October 2025, a temporary certificate of occupancy in October 2027 and full lease-up in April 2028. The building holds 128 affordable units over 7 storeys, with Nibbi and Pilot as general contractor and a final gap financing commitment of up to $46,574,009.

Two further packages share the site. Building A, 159 affordable units, runs from January 2026 to November 2027. Phase 1A infrastructure work began in November 2025. Hoodline reported on 7 September 2026 that 704 of the master plan's 1,100 units are now advancing, and that permits for three more apartment buildings, Blocks C, D and G, were filed that month.

The windows a planner can book

Each package sets its own travel period, and three dates anchor a booking calendar. The infrastructure phase opened in November 2025 and the site stays active. Building A closes in November 2027. Building E reaches a temporary certificate of occupancy in October 2027 and finishes lease-up in April 2028, so it carries the longest remaining tail.

Demand arrives in three groups. Named contractors and their subcontractor chains hold crews on site for the full window. City inspectors and the housing office construction representative attend at defined milestones. Third-party consultants arrive in short, dated bursts around those milestones.

The burst bookings are the product. They are short, and they follow the permit, financing and inspection record rather than a marketing calendar. Each package carries its own named contractor and its own funding round, so a block can be attached to a specific package rather than to the site as a whole.

The site covers 17.6 acres as Hoodline reports it and 17 acres in the city's own documents. Crews travel to one address across from City College of San Francisco, and the packages share it.

The neighbourhood case for small meetings

Balboa Reservoir adds 1,100 homes on the former reservoir site. Half the master plan, 550 homes, is mandated affordable under the development agreement the Board of Supervisors approved in August 2020. The plan carries more than four acres of public open space, a central two-acre Reservoir Park, greenways, a community centre and an on-site childcare centre serving up to 100 children. A western strip of 89 to 100 three-storey for-sale townhomes of 1,700 to 2,400 square feet, designed by Dahlin Group, borders Westwood Park.

A corridor adding a park, a licensed childcare centre and 1,100 homes inside two years generates resident association, school and community bookings. Those groups need a room, a screen and a transit line near the campus.

Transit walkability for the block

The site is 0.14 miles straight-line from the City College of San Francisco Ocean campus and about 0.47 miles straight-line from Balboa Park station. Both figures are measured from 11 Frida Kahlo Way, the address the city lists for Building E.

The master plan builds around that access. The 128-unit building holds one bicycle parking space per home and no vehicle parking. Block G, one of the three buildings now in permitting, provides 206 car spaces and 118 bicycle spaces.

Lodging on the doorstep is thin. OpenStreetMap lodging records list one property within 1.8 kilometres of the site, the Mission Inn San Francisco, about 1.12 miles straight-line. A room block for this build is a drive-time block, and Balboa Park station is the rail link between the site and anywhere further out.

What to confirm before signing

The city record is an evaluation of an anticipated schedule, and the sponsor set it in April 2025. Construction dates move. Pull the current contractor schedule and the current funding record before the rate is agreed, and hold the first option on rooms around the two handover dates.
