Bayview Build Window: Eight Blocks and No Start Date

Two three-storey buildings of 1,646,000 gross square feet are approved for the Bayview Market Zone, with eight blocks of street rebuild in the programme. No demolition permit, no site permit and no completion date appear on the record.

Two blocks in the Market Zone

The site covers 17.1 acres between Kirkwood Avenue, Rankin Street, McKinnon Avenue and Toland Street. Four single-storey buildings hold about 448,000 square feet of production, distribution and repair space.

The city places the site inside the Bayview Market Zone, an industrial district around the SF Market. The Third Street business district sits in the same part of the neighbourhood.

What was approved, and when

The Planning Commission certified the environmental impact report on 25 September 2025 and approved the project six to zero the same day. The Board of Supervisors gave unanimous approval in December 2025.

The approved programme is two three-storey buildings of 1,646,000 gross square feet. The pair carries 1,166,800 square feet of flexible PDR floor. One building stands at 749 Toland Street, the other at 2000 McKinnon Avenue, 383 metres away in a straight line.

The split matters to a group. A coach moves between the two addresses at street level.

Eight blocks of streets the city does not maintain

The infrastructure plan covers segments of McKinnon and Kirkwood avenues and Rankin and Selby streets. Those segments sit inside the public street network and remain unaccepted for city ownership and maintenance. The developer builds them to city standard and offers them for acceptance.

Acceptance changes who answers for the street. A group contract should name the agency that maintains the approach road during the build.

The build window

No demolition permit and no site permit appear on either parcel as of 17 October 2026. The Department of Building Inspection record carries 25 permits on block 5284A, lot 008 and 27 on block 5287, lot 002, all alterations, signs or soft demolitions. The most recent is dated 23 June 2025.

The project runs in two phases with one building in each, so the first start delivers half the space. No construction start date appears in the city record or in the sponsor's published project summary.

Three filings will carry the calendar. A demolition permit starts the sequence. A site permit for each building sets the vertical work. An offer of the rebuilt streets for city acceptance closes the access question.

Set the calendar to multi-year. Book Bayview venue access for 2027 and 2028 with a construction clause that names haul routes, lane closures and delivery windows.

Where a group sleeps

OpenStreetMap listed three lodging properties within 2.5 km of the site on 17 October 2026. Crystal Hotel at 2,766 Mission Street sits 2.0 km away in a straight line. Noe's Nest sits 2.2 km away. El Capitan Hotel at 2361 Mission Street sits 2.49 km away.

A group stages outside the district and travels in. The street programme sits on the itinerary until the last block is accepted.

The workforce base

The city projects about 795 construction jobs a year during the build and about 1,980 permanent on-site jobs at completion. A caterer, a meeting room or a shuttle operator inside the Market Zone gains that daytime population as a base.

What the record does not carry

No completion date. No street-by-street closure sequence. No named tenant.

Contract against the dates the permit file shows. Those dates arrive one filing at a time.
