A Dinner Theater and 164 Keys: What the ZinZanni Project Offers Group Sellers

The Port Commission approved revised lease terms and a hotel development incentive agreement for the Teatro ZinZanni hotel on 14 July 2026. The Board of Supervisors still has to approve both before escrow closes, the build runs 2027 to 2028, and the venue opens in 2029 with no sales team, no group rate and no room block.

What a Group Seller Can Hold Today

Nothing. The Teatro ZinZanni hotel and theater on the San Francisco waterfront has no sales team, no group rate and no room block to release. The building does not exist yet.

The Port Commission approved revised lease terms and a hotel development incentive agreement on 14 July 2026. The Board of Supervisors still has to approve the lease revisions and the incentive agreement before escrow can close and construction can start. A group seller asking for a proposal on this site today has no counterparty to ask.

The useful work is to read what the finished venue will be, and to keep the entertainment product and the conference product on separate lines.

The Theater Carries the Programme

The Port's project page lists three components: a permanent theater for Teatro ZinZanni and its historic Spiegeltent, a 164-room luxury hotel, and an approximately 14,000-square-foot public park.

Teatro ZinZanni runs dinner and performance in one room. The Port's 2019 staff report describes the company as a fixture on the San Francisco waterfront for over a decade.

The entertainment venue measures approximately 29,570 gross square feet and accommodates a maximum of 285 patrons, on the Port's own figures. The factsheet places the historic Spiegeltent in a glass-walled gazebo. The Port's 2026 material repeats no seat count and no venue square footage, so 285 patrons is the standing published figure.

A 285-patron room suits a private event. A general session for a citywide needs the convention centre downtown.

A Cafe at Street Level and a Bar on the Roof

The hotel adds two food and drink outlets. One is a ground-level cafe facing the street. The other is a rooftop bar above the guest rooms.

Both appear in the Port's description of the programme, on the project page and in the staff report the Commission approved on 14 July 2026. The Port's file carries no capacity, no service schedule and no private-events policy for either.

Both are unbuilt.

The Operator Is Named, the Venue Is Not on Sale

The Port's 10 July 2026 staff report states that Hilton has committed to managing and operating the hotel, branded as NoMad, its new luxury brand. The same report states that Hilton will guarantee repayment of a portion of the loan.

The file carries no management agreement, no sales contact, no meeting-space total, no room rate and no room mix. The Port's material gives no meeting-space figure for the 164 rooms.

A group seller needs an executed management agreement and a sales organisation. The Port's file carries neither.

Where the Build Sits on the Calendar

The Port's project page publishes the schedule in bands. The search for financing ran 2021 to 2026, the construction period runs 2027 to 2028, and the grand opening is 2029.

The land side of that schedule is still open. The Port Commission approved the Fourth Amendment to the lease disposition and development agreement on 14 July 2026. The amendment extends the agreement term by up to nine months in three three-month increments, each carrying a $25,000 fee. The agreement had already been extended to 17 September 2026.

The factsheet dates the close of escrow to June 2027.

Construction cost moved from $164 million in 2019 to $182 million, on the Port's own comparison. The capital stack reads $90.0 million in debt from Helix, $60.4 million in C-PACE financing, $16.6 million in limited-partner equity, $9.9 million in sponsor equity, $5.5 million in EB-5 private equity, and $182.4 million in total sources of funds.

The incentive agreement provides up to $38 million in net present value over 20 years, funded exclusively from the City's general fund.

The Waterfront Blocks Inside the Venue's Reach

The site sits on Seawall Lots 323 and 324 and portions of the unimproved Vallejo and Davis Street rights-of-way, on the west side of The Embarcadero at Vallejo Street.

The Port's strategic plan for the item names the intersection of Broadway and The Embarcadero as a gateway to Chinatown and North Beach. It asks the project to create an orientation point on the waterfront.

The F Market and Wharves heritage streetcar line runs The Embarcadero, and its stop listing carries The Embarcadero and Broadway. The Ferry Building terminal sits on the same street to the south, served by Golden Gate Ferry, San Francisco Bay Ferry and Treasure Island Ferry.

The group case reads as a dinner theater, a rooftop bar, a cafe and a public park on a transit corridor between two destination neighbourhoods.

What to Put in Writing Before an RFP

Three questions have answers today. The room count is 164, down from 192 in the 2019 approval. The site address is Seawall Lots 323 and 324. The schedule runs to a 2029 grand opening.

Three do not. The Port's file carries no meeting-space total, no group rate and no date for a sales office.

Put the request in writing once a construction start is recorded and the management agreement is executed. Before then, a group seller placing a San Francisco waterfront event is better served in a hotel that has keys.
