What the Eleven Park Halt Means for Indianapolis Group Demand

Eleven Park was a planned 20,000-seat soccer stadium on the former Diamond Chain site in southwest downtown Indianapolis, owned by the Capital Improvement Board and developed by Keystone Group. Construction is in doubt after the city withdrew financial support, and group planners now sell the connected downtown inventory around it.

The Venue the Group Program Assumed

Eleven Park was a proposed soccer-specific stadium on the former Diamond Chain Company site at 402 Kentucky Avenue, Indianapolis. Its Wikipedia entry records 20,000 seats, a $1 billion estimate for the total project, and the Capital Improvement Board of Managers of Marion County as owner and operator. Groundbreaking was held on May 31, 2023. The entry now calls the venue proposed, and states that as of January 2026 construction is in doubt following the City of Indianapolis' withdrawal of financial support.

Group programs in southwest downtown were built against that calendar. The district program published in September 2023 listed a 300-key full-service hotel and a 150-key boutique hotel, more than 600 apartments, over 197,000 square feet of retail and restaurants, and an indoor 4,000-seat music venue. The January 2019 plan, announced by Indy Eleven, carried one 200-room hotel inside a $550 million development. Neither has a published construction start, and no operator or brand is attached to either hotel.

Event Parking on 23.5 Acres

The Indianapolis Business Journal reported on July 22, 2026, in an article on the naming of the Greenlawn Memorial Bridge, that Leon Bates described another 23-and-a-half acres that need to be addressed, on land privately owned by Keystone Group. The article states that the land, where the Diamond Chain Co. factory once sat, was slated to become a soccer stadium and mixed use development, the project was halted, and the private developer is currently using it for event parking.

The halting has a dated trail. On December 22, 2023, Keystone Group announced human remains discovered during excavation on the north end of the site, where the former Greenlawn Cemetery occupied a large portion in the late 19th century. On April 25, 2024, Mayor Joe Hogsett announced talks with Major League Soccer commissioner Don Garber, and the Wikipedia entry records that Indy Eleven and Keystone Group were not made aware. On May 22, 2024, Chief Deputy Mayor Dan Parker wrote to Keystone Group and Indy Eleven owner Ersal Ozdemir offering to buy the 20-acre site, and the city said it would pay the average of two appraisals. Keystone told the IBJ it had invested more than $26 million in the site over the two years to that letter.

The Group Inventory That Did Not Wait

Southwest downtown's group capacity does not depend on the stadium. The Indiana Convention Center's Facility Guide publishes 4,721 hotel rooms connected to the Center and 7,175 rooms within a six-block radius, with 4,570 committable group rooms downtown. The venue's attendee hotels page states more than 7,100 downtown hotel rooms, 4,700 connected by skywalk and 200 restaurants within walking distance.

That inventory is still growing. Visit Indy's new-developments page lists a $710 million, 143,500-square-foot convention center expansion with a 50,000-square-foot ballroom, connecting to a Signia by Hilton Indianapolis, anticipated to open in December 2026. The same page puts the connected package at 13 properties and 5,500 rooms and names a pipeline including a Kimpton at 167 rooms in 2027, a Ritz-Carlton at 176 rooms in 2028 and a Westin at the airport in 2027.

Event Blocks Without a Soccer Calendar

The market data holds. Bradford Allen, in a report published March 19, 2026, cites CoStar for 8.1 million room nights of demand in the twelve months to mid-year 2025, more than 580,000 above the market's pre-COVID peak. The same report cites a Downtown Indy Alliance report on CoStar and STR data for 64.7 percent downtown occupancy against 62.4 percent nationally, $135.20 RevPAR and a $209.11 average daily rate.

A stalled stadium removes the block generator. The January 2019 plan described a venue with the potential to host concerts, a women's team, college and high school soccer, football, field hockey, rugby and lacrosse, and the 2023 program added an indoor 4,000-seat music venue. Those fixtures would have filled the calendar. Indy Eleven plays at IU Michael A. Carroll Track and Soccer Stadium, given in the club's Wikipedia entry as 10,524 seats, expanded to 12,111, with its Eleven Park stadium plans recorded as currently in doubt.

No source publishes a fixtures-driven room-night projection for the district, a group rate floor, a minimum-stay rule or a shoulder-night policy. Ask for each in writing.

The Destination Story a Planner Can Sell

The sellable story in September 2026 is the connected downtown package and the riverfront access. Wikipedia records the address as 402 Kentucky Avenue, and the June 2022 Indy Eleven release describes a plot of over 20 acres bordered by West Street, Kentucky Avenue and the White River. Straight-line distances from the site coordinates on OpenStreetMap, read on 24 September 2026, run 324 meters to Victory Field, 528 meters to the JW Marriott Indianapolis, 530 meters to the Indiana Convention Center, 621 meters to Lucas Oil Stadium and 1,029 meters to the Indianapolis Zoo.

Keystone Group's project page still describes a public plaza, riverfront activation and walkable connectivity into downtown through the Greenlawn Memorial Bridge and the Cultural Trail. The developer's FAQ page, written during the 2024 funding fight, states that rezoning, demolition, site remediation and site work have been completed and the site is prepared for the next phase.

A planner can sell the walk, the river and the connected rooms.

What to Put to the City and the Developer

Four questions have no published answer. What is the current standing of the tax district created to fund the stadium? Does the halt leave the site available for event parking under a written agreement, and through what date? Is the hotel entitlement in the 2023 program, the 300-key full-service or the 150-key boutique, still live, and with which entity? What is the timeline for the memorial program on the former cemetery land, given the city archivist's seven-year span?

The answers decide what a group contract signed for 2028 or 2029 sits beside.
