FEHGRA holds its 23rd hotel tax and labour colloquium

FEHGRA held its 23rd tax and labour colloquium for hotels and gastronomy on 29 September 2026 in Buenos Aires, on five agenda blocks and their named specialists.

FEHGRA’s 23rd Colloquium on Hotel Tax and Labour

The Federacion Empresaria Hotelera Gastronomica de la Republica Argentina (FEHGRA) held the XXIII Coloquio Tributario Laboral Hotelero Gastronomico on Tuesday 29 September 2026. The venue was the headquarters of the Asociacion de Hoteles, Restaurantes, Confiterias y Cafes (AHRCC) at Tucuman 1610 in the Ciudad Autonoma de Buenos Aires.

FEHGRA presents the colloquium as the sector’s annual meeting on tax and labour conditions. The release carrying the programme is dated 24 September 2026, five days before the event. It gives the 23rd edition the theme “Hoteleria y Gastronomia: el desafio de sostener la actividad, el empleo y la competitividad”. The federation states the purpose as debating strategic tools for the sustainability of an industry it calls an intensive generator of employment.

The Five Agenda Blocks

The announcement organises the day into five blocks. The federation’s own account of the day confirms each one ran.

The first covers local fiscal pressure: strategies and limits against growing litigation over municipal rates. The second covers costs and employer relief: the analysis and proposal of Decree 814 to rebuild tax benefits, with a comparative study of salaries and regional gaps. The third covers modernisation and the labour fund: the tax treatment of the Fondo de Asistencia Laboral (FAL) and the impact of new contractual forms and flexibility in the sector. The fourth gives a regional perspective on the lessons and challenges that Brazil’s tax reform leaves for the region. The fifth takes the relationship between the tax authority and the taxpayer, and the introduction of the “fiscal innocence” paradigm.

The announcement bundles labour modernisation and the labour fund into the third block. The account of the day carries them as two sessions, with one speaker on the contractual forms and two on the FAL.

The Specialists Named to Each Block

Veronica Sanchez spoke on labour modernisation, new contractual forms and flexibility in the activity. FEHGRA lists her as a lawyer, a graduate in human resources and a lecturer at UBA and UNTREF, and as the federation’s representative in the Argentine delegation to the International Labour Organization. Edmundo Day moderated.

Juan Manuel Alvarez Echague spoke on local fiscal pressure. He is a director at the Observatory of Tax Criminal Law at the UBA law faculty and holds a doctorate in legal sciences. Marcelo Santalucia moderated.

Melisa Zolabarrieta and Alexis Billone spoke on the Fondo de Asistencia Laboral, its regulation, its instruments and its tax treatment. Billone is chief executive of IEB FONDOS. The roster lists Zolabarrieta as an Argentine professional in the economic sciences, specialised in taxes. Humberto Plastina moderated.

Claudia Ortiz spoke on the reform in Brazil, with its lessons and its tax challenges for the region. She is tax leader partner at Crowe in Argentina. Carolina Sacilotto moderated.

Ignacio Bordon and Milagros Gismondi spoke on competitiveness and costs, covering regional gaps and a comparative analysis of salaries. Bordon is an economist, a businessman and a master in finance, and serves as FEHGRA’s second vice president.

Alejandro Almarza spoke on Decree 814 and tax strategies to ease the employer burden. He is a UBA professor in taxes, a professor at the National University of Tucuman in its master’s programme in taxes, a consulting member of CARI, a tax adviser to ADEBA and to FEHGRA, and a partner at Estudio Della Rocca Piazza Almarza. Juan Chiban moderated.

Sonia Becherman spoke on fiscal innocence as the new paradigm in the relationship between the tax authority and the taxpayer. She is a professor of Taxes II at the UBA economic sciences faculty, a tax adviser and an auditor. Sergio Freidzon moderated.

The announcement names these specialists and closes the roster with “among other referents”, so the list it publishes is not exhaustive.

The Opening and the Closing

FEHGRA president Daniel Prieto opened the colloquium. He was accompanied by the vice president Ignacio Bordon and the treasurer Juan Chiban. Prieto said: “There is a very strong base of work, and to that union that already existed we look to add more content. We want this to be not just a conversation, but for concrete measures to come out of it that can be put into practice. That is our commitment since we took office.”

German Krivocapich, government administrator of public revenues, gave the closing words.

Attendance and the Stated Purpose

FEHGRA reports that the participants included leaders of its tax policy department, professionals and business owners from across the country. Neither release carries an attendance figure, and the federation publishes none.

For the 23rd edition FEHGRA states its purpose as an institutional commitment to the design and proposal of public policies that ease the fiscal burden, combat informality and favour sustainable development of hotels and gastronomy across Argentine territory.

FEHGRA groups more than 84,000 hotel and gastronomy establishments through its member entities, and gives its head office at Larrea 1250 in the Ciudad Autonoma de Buenos Aires. The AHRCC is the Asociacion de Hoteles, Restaurantes, Confiterias y Cafes, at Tucuman 1610, CABA.
