The Date to Hold
The White River extension of the Indianapolis Cultural Trail ends at the Greenlawn Memorial Bridge. The city approved the name on 22 July 2026, per the White River Innovation District project site. The Indianapolis Star reported the same week that crews expect to finish the span in early 2027.
The 2023 announcement put the opening in March 2026, so the schedule has slipped about a year. Cultural Trail Inc. announced the extension on 9 May 2023 with $21.2 million attached, the Star reported.
The extension adds one mile of trail from South Street and Capitol Avenue west to Kentucky Avenue and Henry Street. The route crosses the White River on the new bridge. Cultural Trail Inc. publishes the corridor and the announcement date.
What the City Has Under Contract
The Department of Public Works solicited the trail construction as RFP-14DPW-1802, titled Indianapolis Cultural Trail - White River Expansion Construction Project. The city posted the solicitation on 8 May 2026. A pre-proposal conference ran on 19 May 2026, and bids closed on 5 June 2026 at noon.
Cultural Trail Inc. reports more than $49.7 million committed to the whole expansion as of May 2023. The contributor list names Lilly Endowment at $20 million, the Indiana Economic Development Corporation at $18.2 million, the City of Indianapolis at $5 million for Indiana Avenue and South Street and $3 million for the White River segment, the Indianapolis Neighborhood Infrastructure Partnership at $1.5 million, and two foundation grants of $1 million.
The Construction Calendar to Track
The district publishes a monthly construction report. The archive runs from October 2024 through August 2026 on the project site, and each report carries photographs of the work.
The bridge carries two travel lanes and the multi-use trail. It sits between Washington Street and Oliver Street. The project's stated purpose is to connect the west side to downtown and to relieve Oliver Avenue and Washington Street.
Archaeology reset the schedule. Stantec recorded 1,709 grave shafts inside the right of way between November 2024 and October 2025, per the WISH-TV report on the dig. The project holds 1.359 acres of permanent right of way on the cemetery and 0.601 acres of temporary right of way. The Section 106 memorandum of agreement was executed on 3 November 2022 by the U.S. Army Corps of Engineers Louisville District, the Indiana State Historic Preservation Officer and the Department of Public Works. The reburial plan remains in draft.
What Is Closed Now
Visit Indy's development page carries the current closure list, with the project map updated in March 2026. Capitol Avenue is closed from Ohio Street to South Street for through traffic through September 2026, and access to Crowne Plaza stays open. Illinois Street is closed from South Street to Georgia Street. Georgia Street between Capitol Avenue and Illinois Street is closed to vehicles and to pedestrians. Georgia Street is scheduled to be fully redeveloped by fall 2026.
Which Downtown Blocks the New Section Helps
The segment starts at the Wholesale District end. South Street and Capitol Avenue is the western corner of the convention district, and the Indiana Convention Center sits at 100 South Capitol Avenue.
Georgia Street links the convention center to Gainbridge Fieldhouse across three blocks. The west block opens in October 2026. A Ritz-Carlton of 176 rooms and a 4,000-capacity Live Nation music venue stand three blocks from the convention center, and Visit Indy lists both on a 2028 timeline.
The Kentucky Avenue leg runs toward the near west side. The trail lands beside the Elanco global headquarters and the Indy Eleven campus, which Cultural Trail Inc. names as the segment's destinations.
Site-Visit Sequencing
Walk the downtown end first, then drive the west bank. These straight-line distances come from OpenStreetMap coordinates measured on 22 September 2026, with the Indiana Convention Center as the origin.
The downtown hotel cluster: The Westin Indianapolis 308 metres, Omni Severin Hotel 380 metres, Le Méridien Indianapolis 408 metres, Hyatt Regency Indianapolis 416 metres, JW Marriott Indianapolis 453 metres.
The west bank: NCAA Hall of Champions 792 metres, White River State Park 1,138 metres, Indianapolis Zoo 1,428 metres, Biltwell Event Center 1,432 metres.
Check the closure list in the week before a client walk-through. Wait for the pedestrian plan before promising a group walk across the bridge.
Inventory to Hold Against the Route
Visit Indy counts 12 hotels and 5,200 rooms connected to the convention center. More than 10,000 rooms sit within walking distance.
Meeting square footage by property: Signia by Hilton Indianapolis 235,000, JW Marriott Indianapolis 104,482, Crowne Plaza Indianapolis Downtown Union Station 52,107, The Westin Indianapolis 42,500, Indy Marriott 42,000, Hyatt Regency Indianapolis 35,000, Embassy Suites Indianapolis Downtown 24,200, Conrad Indianapolis 15,000, Le Méridien Indianapolis 2,668.
The convention center's own facility guide reports 4,721 hotel rooms connected to the building, 7,175 rooms within a six-block radius and 4,570 committable group rooms downtown.
RFP Timing
A 2027 bridge opening lets a planner hold the west-bank walk for a later programme year and keep the downtown block for the current cycle. Booking windows run long on this market, so the request goes out early either way.
What to Ask For
The published material names no opening day inside early 2027, no group trail package, no guided-ride block and no shuttle cycle. It also carries no coach staging area, no load zone and no event-day pedestrian plan for the corridor.
Ask Visit Indy for the group product, Cultural Trail Inc. for the phasing schedule and the Department of Public Works for the construction calendar. Put the corridor dates in the written request.
