A 2036 rail arrival and the access clause a 2027 contract needs

Engineering funds start flowing 1 October 2026 and service is forecast for 17 November 2036. Caltrain still ends at Fourth and King, so six venue questions and four clauses carry the contract.

Two dates on the same page

A group programme booked for 2027 or 2028 will meet Caltrain at Fourth and King Streets, over a mile from downtown San Francisco. The rail extension that carries trains into the Salesforce Transit Center has entered engineering, and the Transbay Joint Powers Authority forecasts ready for service on 17 November 2036 in its September 2026 status report.

San Francisco County Transportation Authority documents dated 9 and 15 September 2026 allocate $22.5 million in Proposition L funds to the TJPA for engineering-phase activities beginning 1 October 2026, and appropriate $3.5 million for oversight, engagement and the work programme. Both actions carry conditions.

Six questions for the venue

Put these to the sales contact in writing and keep the reply in the contract file.

Which station does the venue instruct delegates to use today, and what is the measured distance to the door? Where does a coach set down, and who controls that space? Which surface streets does the loading plan depend on? Does the venue hold a construction-notice obligation to clients, and inside what window? Has the venue agreed any access terms with the TJPA or the city? Who updates the venue's access page, and on what cycle?

Why Townsend and Second Streets matter

The project builds principally below grade, using cut-and-cover and mined tunnelling under Townsend and Second Streets. Coach staging, pedestrian routes and taxi approaches on those streets carry the exposure a group contract holds.

The utility relocation package, 10-UR, covers advance work on Townsend Street between Third and Sixth Streets. The civil and tunnel package, 40-CT, issued its progressive design-build request for proposals in December 2025. The TJPA forecasts notification of the highest-scoring proposer on 6 November 2026 and contract award on 11 February 2027. That award is the point at which a construction calendar exists to contract against.

The timeline a planner can quote

The project sits at 30% design and in the Engineering phase of the Federal Transit Administration's Capital Investment Grants programme. The TJPA's target for Full Funding Grant Agreement execution is July 2027. The project holds a federal Record of Decision from 2019 and a budget of $8.255 billion.

A programme brief that promises direct rail to the transit centre describes a line with no passenger service today.

Four clauses worth adding

Date the access statement. Name the terminus in use on the signing date and the door-to-door distance. Require the venue to confirm or correct that statement 90 days before the programme.

Impose a notice obligation. The venue tells the client about any permitted street closure, lane closure or loading change on the block, inside a stated number of days.

Separate the rate from the project. State that no part of the room rate or space rental is priced on rail service that is not operating on the contract date.

Name a remedy. If a permitted works closure removes the contracted set-down point beyond a stated number of hours, the venue supplies an alternative of equal capacity or the client relocates the affected function without penalty.

Who holds the construction information

Program and construction management sits with AECOM under contract 23-03, awarded 13 June 2024. Federal review runs through the Capital Investment Grants process, where the Full Funding Grant Agreement is the last step before construction funding is fixed.

Those two names give a planner a route to works information that does not depend on a sales contact. Ask the venue to name its own counterpart on the same side.

The figures for the file

The Salesforce Transit Center station will hold six tracks and three centre platforms. The Fourth and Townsend station will hold two tracks, a centre platform and two side platforms. The tunnel runs 1.3 miles between the two stations, and total construction length is about 2.2 miles. The finished system connects 11 transit systems, and the TJPA states the extension saves commuters almost an hour a day.

What the record leaves open

The published record carries no station opening month, no construction start date and no coach management plan for the works period. A planner who needs a firm arrival plan for a 2027 or 2028 programme contracts to the terminus that exists, then revisits the file at the grant agreement.
