Powell Street Work Becomes a Group Planning Question

San Francisco Public Works is rebuilding Powell Street between Market and Geary streets, with design through 2026 and construction from Fall 2026 to Winter 2027. The project page carries a $40 million budget, a named project manager and no walking route for the works period.

Powell Street runs between Market and Geary streets in San Francisco. San Francisco Public Works is rebuilding the corridor: roadway improvements, sidewalk replacement, sidewalk extensions, lighting installations and landscaping.

The two intersections sit about 320 metres apart in a straight line, measured from OpenStreetMap coordinates on 19 October 2026.

The department lists a budget of approximately $40 million. Design runs 2025-2026. Anticipated construction runs Fall 2026 to Winter 2027, and the project page gives Fall 2026 as the start.

Why a group contract carries the works

Powell Street is the walking spine between Union Square, the theatre district and the cable car turnaround at Market. A programme that sells those three segments crosses this corridor on foot.

Planners contract 2027 programmes while the corridor is under construction. The work runs through the seasons groups book now.

What the department publishes

Three commitments sit on the project page. Phasing and traffic management to keep vehicles and pedestrians moving. Coordination with property owners, residents and merchants to keep the corridor open and active. Coordination with MUNI Operations to limit impact on cable car service and customer access.

The scope names roadway demolition, site grading, sub-sidewalk basement work, waterproofing, utility relocation, traffic routing and temporary pedestrian routes as work the contract may involve.

The page attaches no route, date or duration to any of them. That gap is the planner's work.

Six questions for the venue

Ask for written answers before signature.

Which door opens on the programme date, and which end of the corridor does it face.

Where does the coach set down, and does the venue hold a written arrangement for the construction period.

Which pedestrian route does the venue contract between coach and door, and what walking time does it publish.

What notice does the venue give when the route changes, and who receives the department's construction updates.

What substitution does the venue offer when a contracted walking segment uses Powell Street on a works day.

Who is the named contact on the day, with a telephone number. The department publishes one: Michelle Woo, project manager, 628-271-2155, Michelle.Woo@sfdpw.org.

Six questions for the destination team

Which sold programme segments use Powell Street, and on how many days of a four-day programme.

What pedestrian staging does the destination recommend between the two intersections during construction.

Does the destination sell the cable car boarding at Powell and Market as an experience. The SFMTA sells a cable car single ride at $9.00 with no transfers, and a 1-Day Visitor Passport at $15.00.

What walking times does the destination publish for the Union Square district, and on what date were they measured.

What notice does the destination pass to a booked group when a city works programme changes a route.

Which city contact does the destination route a group through when a works question arrives mid-programme.

Contract clauses for a works season

Four clauses carry the risk. A dated access statement that names the door and the set-down point. A notice obligation with a stated number of days. A re-route right at no penalty when the city closes the contracted route. A substitution list for any walking segment that uses Powell Street.

A fifth line sits beside the rate: the corridor is described as at a stated date, and the department publishes updates in place of a fixed calendar.

Hotels that front the corridor

Eight properties hold addresses on the corridor or within a block, read from OpenStreetMap records on 19 October 2026: the Herbert Hotel at 161 Powell Street, Hotel Union Square on Powell Street, the Barnes at 225 Powell Street, Hotel Stratford at 236 Powell Street, the Westin St. Francis at 335 Powell Street, the Handlery Union Square Hotel at 351 Geary Street, Hotel Abri at 127 Ellis Street and citizenM Union Square at 72 Ellis Street.

Each property answers its own access question for the works period. A group that walks to its programme needs that answer inside the contract.

Dates a booking can carry

Design 2025-2026. Construction Fall 2026 to Winter 2027. Start Fall 2026. District 3. The page publishes no completion date inside that window.

The department runs an email signup for construction updates. A planner who subscribes before signature holds the same notice as the venue.
